Description of the project

In the 21st century, international security issues have not lost their relevance. Already in the first years of the new millennium a number of countries gravitated toward hegemony in international relations and expansion of political influence. The russian federation is particularly active in this area,
seeking to maintain its own dominance in the post-Soviet space through hybrid and traditional practices of influence. By annexing Crimea in 2014 and having occupied parts of Luhansk and Donetsk regions of Ukraine, having launched a full-scale war against Ukraine on February 24, 2022, russia has formally declared that it is too early to talk about peace and security in the European region.

Military-political challenges and threats activate the European security and defense community, which, in turn, actualizes the importance and timeliness of this issue and creates all preconditions for its in-depth study.

The project actualizes the dialogue between the academic world and society (including local and state policymakers, civil servants, civil society actors; representatives of different levels of education; the media, etc.) and meets the key objectives of Jean Monnet’s ideas, as it highlights EU practices and experiences in the context of security and defense challenges, generating knowledge about the EU and strengthening its role in the global world.

In the process of studying and analyzing the experience of EU security and defense policy development, significant attention will be paid to: the history and regulatory framework on this issue, which is extremely relevant given Ukraine’s integration into the EU; analysis of common European principles and values in security policy development; the impact of this policy on the social and
economic sector of the EU and other European countries; analysis of hybrid and traditional threats, which may become a significant factor for strengthening European communities’ cooperation in the security.

The purpose of the project

The project is directed on studying and analysis of the experience of security and defense policy within the framework of cooperation with other European countries and organizations in the conditions of military-political challenges of the XXI century. EU’s security and defense system is a complex multistructure mechanism. A large part of the EU countries are members of NATO, but there are also countries within the EU that have the status of neutral states and are not members of the abovementioned organization. Although the project focuses on the practice of EU security and defense policy, much of the focus will be on the experience of European countries that pursue independent security policies of cooperate within other security organizations (NATO, OSCE, UN). An in-depth multidimensional analysis will make it possible to identify not only the keys to European and European security, but also the integration processes between them.

Project objectives

– to research and analyze the EU experience in the field of security and defense, to study and determine the vectors of cooperation of European countries with NATO, OSCE, UN and neutral states. To borrow useful experience for Ukraine;

– develop, test and implement an educational course and advanced training courses “EU Security and Defence System: Ukraine’s Perspective” at HSUP;

– summarize, systematize, publish and disseminate the research materials.

Project results

– implementation of the specialized educational course “EU Security and Defense System: Perspectives for Ukraine” in the educational process of HSUP;

– implementation on the basis of the Center for Continuing Education of the HSUP of permanent advanced training courses “EU Security and Defense System: Prospects for Ukraine” for scientific and pedagogical community of Ukraine, interested persons;

– holding of a scientific conference on EU security and defence policy with the involvement of partners and interested persons;

– publishing of scientific works and collective monographs by the project participants in the context of the outlined study;

– promotion of the educational course and advanced training courses through information portals of the HSUP and partner institutions; social networks and available information resources, other.
